Getting my Fancy Rat to exercise?

I've had my fancy rat for about 6 months. Over that time up until now I've tried to get her used to my hands and let her roam around my room..it didnt work. I bought her a green plastic ball for rats and she won't even get in. I bought her a leash with a jacket so that she could walk around and it was impossible to put it on her. I read that she needs at least an hour of time out of her cage but now that I've tried everything I don't know what else to do.
