What to do about a BULLY in COLLEGE?

Obviously the bully is wrong for acting that way but the real problem seems to be with the coaches who are allowing it. If you can't get the coaches to act then try the athletic director. It's only a matter of time before things get out of hand if the coaches are just going to allow that kind of behavior
