Why do groups off people tend to victimise or talk about one person?

People are afraid to go against the group because if they do they too will become excluded and lose their sense of belonging and security from being bullied themselves. The thinking of the group being focused on a single person (or cause) is that people in general are much more focused and are more willing to work together and not question the leader when there is a defined goal, or "enemy".
