How do you get a plastic burn to stop hurting?

My dog has a plastic chain outside that we put him on. It's just a wire wrapped in plastic, and he got it wrapped around my leg, and now I have a long burn across the back of my calf. I've tried putting an ice pack on it and nothing seems to be helping. Any ideas?
