Can I use an avian sun, compact fluorescent, 5.0 UVB for my Russian tortoise?

I'm a caregiver for a woman that has a small apt. so the tortoise is in a small plastic bin(16"x21") with a heat lamp hanging down. Not much room for another light. I came across an adjustable 6ft bird lamp with the specs. above and it's less than 12"L(maybe 6" or 8"L). The tortoise is 4 y.o. and very small. Thank you for your responses.
