Where do hospital staff get the right to victimise abuse and punish patients?

There is a dreadful middle-management culture owing to the NHS's gradual privatisation over the last 15 years and the oversized body of admin (for every doctor and nurse there are three managers and administrators). Patients are often neglected to cut costs.
